Policy Issues

The National Biodiesel Board (NBB) serves its members and the Biodiesel industry in regulatory and legislative issues at both the state and federal levels.  NBB has a dedicated team of experts in their Washington, D.C. office as well as a dedicated state regulatory team headquarted in Jefferson City, MO.

Renewable Fuel Standard (RFS)
The Renewable Fuel Standard (RFS) is a federal program that requires transportation fuel sold in the United States to contain a minimum volume of renewable fuels.

Biodiesel Tax Incentive
Established in 2005, it gives blenders of biodiesel a $1.00 per gallon tax credit for the blending of pure biodiesel or renewable diesel that met ASTM standards.

Biodiesel Fair Trade
From 2014 to 2017, massively subsidized Argentine and Indonesian biodiesel imports were sold in the U.S. below fair value, injuring U.S. biodiesel producers. The imports stopped only when the U.S. Department of Commerce (DOC) imposed antidumping (AD) and countervailing duty (CVD) orders on the countries.

RFS Small Refiner Exemptions
EPA is considering granting a record 38 retroactive small refinery exemptions from the 2018 RFS volumes. Retroactive exemptions have reduced past biodiesel obligations by more than 360 million gallons; the RINs returned to refiners are sold or carried forward, destroying demand for biofuels in the present year.

Farm Bill
Farm Bill biofuel programs help expand new markets for U.S. agriculture by building support for advanced biofuels like biodiesel.
